An overview of the current state of the regional climate is provided, with an assessment of the state of atmospheric circulation in the Atlantic-European sector, existing teleconnections and prognostic potential. The general trend towards warming of the lower layers of the troposphere in Ukraine and Eastern Europe has persisted over the past decades and is accompanied by a deficit of precipitation and an increase in the degree of aridity.
It is confirmed that significant climatic shifts are combined with changes in atmospheric circulation, including the transition to modern warming in Ukraine and Eastern Europe. The main feature is the expansion of the influence of the centers of atmospheric action with increased anticyclogenesis, reflecting a special state of atmospheric circulation with increased stability of synoptic processes. Typical combinations of regional climate index anomalies are found that can be used for the diagnosis and forecast of hazardous events.
The significant correlation of surface temperature with AT-500 hPa, reflecting the spread of the influence of subtropical anticyclones, is considered in the context of global temperature increase and is associated with the strengthening of the vertical Hadley cell in the Northern Hemisphere, which is consistent with previously documented changes in extratropical latitudes, including the strengthening of the westerly flow and cyclogenesis. This is a response of the atmosphere to the observed trend of warming of the tropical ocean, together with the strengthening of the interannual El Niño oscillations, including an increase in the frequency of ENPC events after the 1980s.
During the period of modern warming, the largest changes are noted for the geopotential of the middle level of the tropospheric AT – 500 hPa, reflecting the strengthening of anticyclogenesis. The significant correlation of surface temperature with AT-500 hPa in all months of the year also allows the use of mid-tropospheric data for long-term weather forecasting, taking into account the connection between the intensification of anticyclones and the strengthening of the vertical Hadley cell in the Northern Hemisphere.

Key words: atmospheric circulation, mid-level, drought phenomena, climate indices, anticyclones.

References:
1.
